Havens follows a strict grant-making process to ensure accountability. At the beginning of each year, an allocation of funds ($4,500 on average) is deposited into each Almoner's "Relief Fund" checking account, held in a community bank on Havens' behalf. Every Almoner is required to submit a detailed annual grant report, which is then compared with their bank statements. After a preliminary staff review, Almoners' reports are then divided among the members of the Havens Board of Managers for a thorough second examination. Finally, the full Board meets to discuss Almoner evaluations and approve allocations for the next year.
